Chapter 23: Proposal

_

To be honest, it was a bit inconvenient, but considering the value that Tsunade possessed, Cain decided to get up and meet her.

After making Tsunade wait outside for a while, Cain changed his clothes and welcomed her in.

After they both sat down, Cain asked, “Tsunade-san, is there something you need me for?” If it was related to medicine, then it wouldn’t be appropriate for Tsunade to come to him on behalf of Konoha. Cain always refused to mix personal relationships with business transactions.

“I have something I’d like to hear your opinion on. After all, you also have some medical knowledge, and the field medic handbook also has your contributions.”

“I don’t have any contributions. It has nothing to do with me.”

Cain shook his head and said, “Tsunade-san, I’m just a businessman. It would be better if you didn’t come to me for Konoha’s affairs.”

“Don’t be so stingy. How about this? I’ll take care of your business, and I’ve bought all the chocolate from your food store this time.” Tsunade smiled and continued, “Besides, what I want to ask has nothing to do with Konoha’s affairs. It’s a personal curiosity of mine. As a friend, could you help me?”

“We’re not friends, Tsunade-san. Besides, the chocolate will sell out quickly. If you buy everything, people who can’t get it will blame my food store.”

Cain spoke directly, but seeing Tsunade still smiling and not leaving, he sighed and said, “Alright, go ahead and tell me. If it involves Konoha’s political affairs, I’ll pretend I didn’t hear anything and won’t answer you.”

“You’re really cautious. Konoha doesn’t see you as a spy.”

Tsunade rolled her eyes. She already knew from Granny Mito that Cain had no ill intentions towards Konoha but was just overly cautious, especially regarding political matters in Konoha.

“It’s about training medical ninjas. I just asked Sarutobi-sensei about it, but he has no intention of doing so. But if we reform the medical system, it could reduce the casualties of Konoha’s ninjas. Should I bring this up at the next Jonin meeting? I’m sure many people would support my decision.”

“Forget about it. It won’t succeed.”

Cain mercilessly poured cold water on Tsunade. “Even if you gather all the jonin, this won’t succeed.”

“Why not? It’s obviously a good thing. The battlefield has shown the importance of medical ninja.”

Tsunade asked, unwilling to give up. She knew that with Cain’s help, they could make a difference.

“I don’t know much about war, but isn’t training medical ninjas expensive and time-consuming? Konoha seems to be a bit poor right now. Otherwise, they wouldn’t have used a few houses to pay me off for millions of Ryo.”

Cain shook his head, causing Tsunade to blush. It was true that Konoha was trying to take advantage of outsiders.

“And what about your proposed medical system reform? Do you have any ideas or specific plans?”

Tsunade hesitated momentarily, then looked around before saying, “Plans… shouldn’t we discuss it together?”

“But you should come up with a preliminary plan. What are the goals? From what age do we start training? Do we add a new course in the ninja academy or establish a separate medical ninja academy? What are the selection criteria? What are the assessment criteria? How do we prepare the curriculum? How much will it cost? What about the treatment of medical ninjas? Will it attract people, etc?”

“When you have all of this, even the Third Hokage will have a hard time finding a reason to reject it. If you let your emotions get the best of you, there are hundreds of reasons to reject you.”

After hearing Cain’s words, Tsunade was stunned in place. His words had inspired her, and she even knew what to do next in her heart.

“Right, you’re right,” Tsunade thought, agreeing with Cain on many things.

However, too many things were said at once, and she couldn’t remember them all. She might forget them by the time she got back.

“Don’t look at me. I said I’m a merchant. Medical reform involves many aspects of Konoha. What I said was just to enlighten you. Don’t trouble me anymore,” Cain said as he picked up his teacup, ready to send Tsunade off. Unfortunately, Tsunade couldn’t understand his signal, so he had to explain directly that he was tired and needed to rest.

Afterward, Tsunade was pushed out of the shop by Cain. Although with Tsunade’s strength, Cain couldn’t push her if she didn’t want to move, it would be impolite to do so.

After leaving Cain’s food shop, Tsunade quickly returned to the Konoha Hospital.

“Ayano, Seisuke, come help me,” Tsunade called out to the two medical ninjas who were best at summarizing and organizing. She then told them what she had heard at Cain’s place today.

“Help me write a detailed plan. I’ll organize medical ninjutsu,” Tsunade said as she assigned the task. Then she began to do what she did best.

The division of medical ninjutsu was still unclear, and the most practical one was Mystical Palm Technique. However, Mystical Palm Technique requires high control over the chakra. Tsunade planned to organize medical ninjutsu from easy to difficult and classify them according to their practicality. If possible, she also planned to develop some supporting medical ninjutsu.

Tsunade even wanted to write a method suitable for everyone to practice medical ninjutsu. It is still difficult to train a medical ninja now. If a system is formed, medical ninjas will be continuously trained.

“Carefulness and patience are the foundation for selecting medical ninjas. Even some surgeries can be taught in the ninja academy. Sarutobi-sensei will definitely not agree to establish a new medical ninja academy. As for the selection criteria, we’ll use Blood Coagulation Technique, written exams, and routine surgery as the selection criteria? This seems much more difficult than the Body Replacement Technique. It looks like we’ll have to mention it to Sarutobi-Sensei,” Tsunade’s inspiration suddenly opened up. She continued to write at the Konoha Hospital until late at night.

At this time, passing medical ninjas were surprised to see her working so late. They even suspected that someone was using transformation jutsu to disguise themselves as Lady Tsunade.

Lady Tsunade should be in a pub or a casino now, not writing frantically at the Konoha Hospital in the middle of the night.

Until two or three in the morning, Tsunade suddenly felt that the classification of routine surgery was a bit vague and wanted to ask Cain. However, seeing the night outside the window, she suppressed the idea.

“Tsk, I forgot to buy chocolate. I should check how much is left with Kushina.”

After finishing writing the lesson plan for medical ninjutsu, Tsunade suddenly felt a bit anxious. When she wanted to eat chocolate, she realized she had forgotten to buy some today. This anxiety made her feel uneasy.

“Nothing bad will happen, right?”

Then Tsunade shook her head. The war was over. There couldn’t be so many bad things happening.
