Petrification is also good as he felt like he was medusa in some Greek mythology. He could turn them into stones if he wanted. There is no good and evil as it was based on your beliefs and opinion. Sometimes, they created sins to save other people, but they will still be judged as if it was the thing, they believe the right. This is the reason why he didn't bother to explain himself and just do what he wanted.
