What did he mean by hadn’t been offered yet?

The vein on Ji Xingjue’s forehead jumped.

Qi Qing, looking at Cecilie, nodded in greeting: “Miss Cecilie.”

Cecilie quickly glanced at the signature on the application form and pondered for a moment.
