Chapter 28: Tsunade’s Visit

“Damn, old man!”

After leaving the Hokage Building, Tsunade couldn’t help but curse. She had prepared for so long, but her proposal was rejected by Hiruzen Sarutobi during today’s Jonin meeting.

“Tsunade…”

Not long after leaving the Hokage Building, Tsunade heard someone calling her from behind. When she turned around, she saw the person who had supported her during the Jonin meeting. His name was Kato… or was it Dan Kato?

“It’s you. What’s up?”

Although she was in a bad mood, Tsunade managed to suppress her anger and greeted the person who had supported her earlier.

“My name is Dan Kato. I thought your proposal was great. If we could reform the medical system, it would definitely benefit our fellow villagers in Konoha.”

Dan Kato smiled at Tsunade and continued, “But Konoha is facing difficulties now. The war has just ended, and true peace has not yet arrived. Hokage-sama may have taken that into consideration when he rejected your plan.”

After hearing this, Tsunade’s mood soured. Although she knew the current situation in Konoha, the fact that the old man had rejected her medical reform plan without any explanation made her very angry.

“Regardless, there are priorities to consider. The old man just can’t see the big picture. That’s why he rejected it without any reason.”

Kato awkwardly smiled after hearing this. Tsunade was the Hokage’s disciple and the granddaughter of the First Hokage, so she could vent her anger however she pleased. However, he couldn’t do the same. “Hokage-sama must have his reasons.”

“What reasons? He just lacks vision!”

While Tsunade was complaining to Kato, she was actually thinking about Cain. When would he come back? She wanted to talk to him about the medical system. Although he was just an ordinary person, Tsunade felt that Cain could give her some valuable insights.

As they walked and talked, they soon arrived near Cain’s food store.

“Tsunade, do you live nearby?”

“No, I don’t. Do you want to send me home? That’s not necessary. I need to buy something before I go back.”

As soon as Tsunade finished speaking, she saw several carriages parked in front of Cain’s food store. She immediately thought that Cain had returned. What a coincidence! She wanted to talk to him, and he had just returned.

“Let’s talk another day, Dan Kato. My friend is back.”

“Friend?”

Before Dan Kato could finish, he saw Tsunade walking straight towards Cain’s food store. Curious, he followed her.

“Cain!”

Cain was giving instructions to Kawakami and the other transporters when he heard a familiar voice outside.

He turned around and saw Tsunade striding towards him as if seeking revenge.

Cain took two steps back and asked warily, “Tsunade-san, what is it?”

“It’s nothing. I just wanted to talk to you. I got angry with the old man today.” Tsunade realized that she had come on too strong and explained to Cain.

“By the way, get me a box of chocolates. Let’s chat while we eat.”

“A box of twenty pieces costs 4200 Ryo, Tsunade-san, and you still owe 1200 Ryo,” Cain said straightforwardly.

Tsunade’s face turned red when she heard this. She had only casually taken out a wad of money but didn’t expect Cain to be so serious. She quickly made up the difference of one 1200 Ryo, or people might misunderstand her as someone who doesn’t pay.

Tsunade might have given Cain a piece of her mind if she didn’t need to consult with him later.

After confirming the payment, Cain handed Tsunade a box of chocolates. He asked with a smile, “Is there anything else you need, Tsunade-san?”

“I want to talk to you about something we didn’t finish last time.” Tsunade lifted the report file in her hand and gestured to Cain. But Cain completely ignored it and asked, puzzled, “Last time? What last time, Tsunade-san? I don’t know what you’re talking about.”

What? Tsunade thought Cain had forgotten, but after a closer look, she realized he was pretending to forget. He just didn’t want to chat about the Leaf medical reform.

It really made her angry. Tsunade guaranteed that the Leaf wouldn’t target him for this as a Konoha Jonin. Still, she couldn’t understand why he was so cautious.

“Don’t pretend you don’t remember. As a businessman, satisfying customers’ needs is the most basic requirement.” Tsunade said to Cain angrily. She would have made him feel her monstrous strength if he wasn’t an ordinary person.

“That’s the job of a waitress. Alright, let’s just chat casually.” Cain saw Tsunade clenching her fists and quickly waved his hand to her.

“But I’m still the same as last time. If it involves Konoha politics, we don’t need to continue. I’m a businessman, by the way, is that person your friend?”

Cain finished speaking and pointed to Kato outside the store. This blue-haired ninja had been waiting outside. Only Cain’s shop was in the area, so he must have been waiting for Tsunade.

“Kato, you’re still here?” Although the chat was going well, Tsunade had more important matters to attend to and couldn’t talk to Kato.

At this point, Kato walked in and smiled at Tsunade. “Tsunade, I didn’t know the owner of this shop was your friend. The chocolates are delicious. I like them too.”

“Kato, I need to discuss something with Cain now. Why don’t you join us? You just supported my medical system reform proposal at the Jonin meeting.” Tsunade turned her head to Cain. After all, this was his shop.

Kato was slightly surprised. He didn’t expect Tsunade to talk about medical system reform with an ordinary person, even if he was selling medicine.

“Let’s talk in the back.” Cain didn’t refuse and led Tsunade and Kato to the living quarters behind the store. He then went and made them a cup of tea and brought it to the table.

After serving the tea, Cain went straight to the topic and asked, “Tsunade-san, what’s in your hand?”

“It’s a plan for medical system reform. I’ve summarized it according to the suggestions you made last time. Do you want to take a look?”

“No need. But you mentioned the Jonin meeting just now. It seems that your proposal was rejected by the Third Hokage.”

“That’s right. That old man has no vision. If the medical reform is successful, Konoha will no longer fear war casualties.”

“That statement is meaningless. If we train three thousand Jonin now, Konoha won’t have to fear any wars.” Cain retorted offhandedly and then continued to ask, “Tsunade-san, please briefly talk about the Jonin meeting. Only talk about medical system reform, don’t mention anything else.”
