Even though he might have multiple Divine Rules, in front of those Emperor Realm cultivators who awakened their Divine Rules by more than 50 or even 80 percent, Ajax can't stand a chance.

Since Prince Dakon was Stormfire Wyvern, he could easily cultivate Bestial Souls related to Storm and Fire. Once they reached the peak, he could use them to awaken the Divine Storm Rule and Divine Fire Rule.
As for why Ajax thought that Prince Dakon didn't use the Sentient Flame's ability to awaken those rules was because he must be planning to use them to increase the awakening percentage of his two Divine Rules after his two original divine rules reach 90 percent.

If he used a second divine rule to merge into the first divine rule of the same element in the beginning, it would increase the awakening percentage of the first Divine Rule by 9-10 percent.

"I want all the crystals in this core section including the mixed Giant Crystals. In exchange, I will give you 5000 Giant Fire Crystals. What do you say?"
Ajax directly quoted the price that he had offered to Stormfire back then and the number of crystals in the core section of Moonfire's Flame Chamber were more or less the same.
Moreover, compared to the Stormfire's Flame Chamber, there were different crystals in this Flame Chamber like Moonfire Crystals, Poison Fire Crystals, and even Jadefire Crystals.
Nevertheless, Ajax offered the same price because he believed that the Moonfire would readily agree with him.

For a moment, the Moonfire was shocked to hear such a high number of Giant Fire Crystals and before it could agree to the deal, it heard another condition in the deal from Ajax.
"Of course, you have to help me awaken a Divine Flame Rule just like how Stormfire did."
From Ajax's observation, these Sentient Flames needed only one Giant Fire Crystal to help a cultivator awaken a Divine Flame Rule and it was the same for the other Divine Rule they could awaken.
From flame to flame, the Divine Rule changes as the Moonfire could help the cultivator awaken a Divine Moon Rule and Ajax believed the Stormfire could help him awaken the Divine Storm Rule as long as he provides it with a Giant Storm Crystal.
