To kill others who have awakened a Divine Rule, a cultivator needs to use a Divine Rule or something that has more or less the same power.
However, those consumable things were so valuable that the cultivators would prefer to use their Divine Rules; instead of those consumable things.
So, if Raweth and others awakened a Divine Rule, the other cultivators would think twice before using their Divine Rules.

With a thought, Ajax entered the Five Elemental World and went to meet his father and Elder Ren.
"Son, I was thinking of contacting you."
Seeing Ajax coming towards him, Aron spoke first before asking Ren, "Little Ren, I think it is time for Ajax to enter our World and meet your subordinates."
'Huh? Our World? Meeting subordinates?'
On the other hand, Ajax was shocked when he heard Aron's words and hurriedly asked about it.
"Son, previously, I only wanted you to live your life and take revenge on my own; however, I learned something from Ren that made me unable to wait any longer."
Aron spoke in a serious voice as Ajax listened while suppressing his emotions.

After staying silent for a moment, Aron's soul asked Ajax another question.
"Hm...I don't believe that information was quite true...at least the part where they were going on a rampage to destroy the worlds."
"Moreover, in this universe, what is righteous and what is evil? Everyone is doing everything in their power to survive and become powerful so that they don't become victims."
After thinking for a moment, Ajax gave his thoughts on the World Conquering Sect and ended with one final sentence, "However, what I can say is that the World Conquering Sect had a death wish for selling the world cores they collected without hiding their identity."
"So, they are really foolish and at the same time, they are not powerful."
Ajax felt that his father had something to do with the World Conquering Sect; however, he still said his honest thoughts on the World Conquering Sect.
Despite having so many Divine Rules, Contracted Spirit Beasts and the Elemental Spirits, Ajax was already thinking a lot when he was doing something special and of course, there were times when he was short-sighted and learned some lessons the hard way.
However, the World Conquering Sect showed off its rare ability and wealth, making it an evil sect and got destroyed by the other top sects that claimed themselves as the righteous sects.

To Ajax's shock, he heard something from his father that made him not believe his ears.
"Y-you...don't tell me that Father was the sect leader of the World Conquering Sect."
Ajax calmed himself as he asked his father about it.
"Hmm...I am not the sect leader and even Ren was not the sect leader because we were busy with our things."
Aron came close to Ajax and explained, "Actually, the sect was started and was sponsored by me and Ren. Whereas the sect was maintained by Ren's friend and his father."
"It was me who offered them the World Cores and asked them to quietly convert them into resources for the sect to grow."
"Initially, it was going at a rapid pace and within less than 10-15 years, a no-name sect created by me was able to reach the point where it could compete with the top five sects with hundreds of thousands of disciples. What's more, all of them have the cultivation of King Realm."
"There were more than 10000 Emperor Realm Cultivators."

"Even though, I don't want you to take revenge on those sects because I have to destroy those top 5 sects with my own hands for killing me and destroying my sect."
Aron didn't wait for Ajax and explained what he had to do next, "All you have to do is enter the last surviving world belonging to the World Conquering Sect and help the last few survivors of the sect."
