Even though the Trial of the Divine Dragon was conducted every year, it was considered one of the most important trials in the Dragon Region because the winner of the trial would get lots of good cultivation resources.
As an important trial, there were many rules in the trial and one of them was that the participants of the trial should not awaken the Divine Rule using the Sentient Flames.
It might be difficult for the other outsider; however, as the participants selected by the emperors of the Greater Dragon Worlds that host the Sentient Flames, it was a piece of cake for them to enter the Flame Chamber and awaken the Divine Rules with the help of the Sentient Flames.
This method of awakening the Divine Rules is considered an Easy Power-Ups.
Since the trial was to test the strength and talent of the Divine Dragon, awakening the Divine Rules by this so-called Easy Power-Up would go against the inner meaning of the trial.
However, the members of the Dragonheart Society added such a rule that no participant in the trial should do an Easy Power-Up and if caught doing so, the backer of those participants would be banned from sending the participants for the next 100 years.

Draven revealed a slight smile on his face as he patted his son's head before going back to their palace.

The royal families in the Dragon worlds were different and once they swore their loyalty to the royal family, they wouldn't go against it. It was itched in their bloodlines and bodies and the moment they go against it, their own bloodlines would self-destruct, killing them on the spot.
It was similar to an evolution that the dragons had developed and that's the reason why all the royal families in the Dragon Worlds were maintaining the power.
