The third level of quality control is the top level of the hospital. The hospital leaders take the lead in this matter and regulate the whole hospital. The strategy of killing two birds with one stone in the same department is to use one person to do the work of several people. It is a common method to let the young chief resident doctor serve as the hospital's quality control officer at the same time.

It can be seen from the three levels of quality control subjects that it is either the behavior under the leadership of the hospital leader or the behavior under the leadership of the department. For this reason, it is called the two levels of hospital and department.
