The only downside was that the ability returned to level one, but it would most likely remain at the same strength as before the upgrade just with the added effects included.
Milo wanted to upgrade the rest of his abilities but showed restraint as he had two new abilities that he was hoping could be used as fuel for fusion. He asked Navi and she said yes, because of this he activated the skill and selected Fire and Earth as the two abilities to combine. After doing so he pressed confirm and the visual effects tied to the skill happened before the success screen appeared.

Hearing this Milo was tempted to still upgrade the ability as it was his most useful and strongest one but decided to wait and see why Navi advised him against it.

It seemed like the world wanted to push past the attack by the Fellowship instead of allowing it to cause everything to go into a standstill. Alucard would join and watch his master workout every morning. Milo was waiting for the skill cooldown for Fusion to complete before trying out the newly upgraded abilities in a simulation as he wanted to try all of the changes at once. That was when a familiar ping was heard and a system screen appeared informing Milo of the cooldown for Fusion being completed.

He had left his TV on and a news report was talking about a gatecrasher who had gone through a second awakening while inside a gate resulting in him defeating the boss and saving his injured team members. As the number of dimensional doors appearing increased, more and more people were awakening abilities and some gatecrashers had gotten a second awakening causing their original ability underwent an evolution, sort of like Milo's upgrade function or fusion skill, and they received a massive boost in Magic Power.
Milo's Ice ability wouldn't be considered one of these cases however, as Milo could just say that the Ice ability was just him honing the Frost ability to the max, as strong Frost users could also summon ice in a way similar to Milo, through freezing the water that was trapped in the air.
